Laptops draw air through vents. On a bed or flat desk, those vents can be blocked. A cooling pad raises the laptop and pushes air underneath, which can lower temperatures modestly and reduce throttling.
Results depend on your laptop's vent layout.
Choose fans that line up with your laptop's intake vents.
Match pad size to your laptop.
Large slow fans are quieter.
Raised angles improve ergonomics too.
Most pads use USB; check if they pass through a port.

Choose fans that line up with your laptop's intake vents.
For noise, the KLIM Wind wins, its single fan is quieter than three small fans moving the same air volume. For maximum cooling, multi-fan pads that cover more of the laptop surface area can have an edge on very large 17-inch laptops. For 13-15 inch laptops, a single centrally-placed fan like the KLIM Wind covers the intake area effectively.
The most common causes are: the USB port supplying power is not providing enough current (try a different USB port directly on the laptop, not a hub), the fan speed dial is turned down to minimum, or the fans have failed. Test by connecting the cooling pad to a USB wall charger, if the fans spin from wall power but not from the laptop USB port, the issue is the port's current output.
The cooling pad fans are positioned incorrectly under the laptop's exhaust vents. Most laptops vent heat from the sides or rear, not the bottom. A cooling pad that blows air at the bottom of a laptop with no bottom intake vents provides no benefit. Check your laptop's vent placement, look for the fan outlet grilles on the sides or rear.
Budget cooling pads with small high-RPM fans are often louder than the laptop's own cooling. This is normal for cheap cooling pads. If the noise is bothersome, reduce the fan speed dial, some cooling is better than none, and quieter operation is often worth a small temperature tradeoff.
The 200mm fan provides good airflow for laptops up to 17 inches with bottom intake vents. Gaming laptops that run very hot (95°C+) may benefit more from a multi-fan pad that provides higher maximum airflow, the Massive TM prioritizes quiet operation over maximum cooling capacity.
